Lucien is the Director of Labor Intermediation Services and Occupational Information at the Mexico´s National Employment Service (SNE, by its Spanish acronym), where he is responsible for coordinating the operation of the labor intermediation services, which provide personal assistance and orientation to job seekers, especially to those who face stronger barriers to labor participation. During the pandemic caused by covid-19, Lucien and his team have led the rapid transition of SNE´s labor intermediation services from face-to-face to distance and on-line virtual services. With more than twelve years in Government and Public Policy, some of his previous expertise includes working for Mexico’s National Council for the Evaluation of the Social Development Policy (CONEVAL), Ministry of Social Development (SEDESOL), National System for Family Development (SNDIF) and the United Nations Development Program (UNDP) in México. Lucien is economist from the Benemérita Universidad Autónoma de Puebla (México), and holds a Masters degree (MSc. Development Economics) from the University of Birmingham (UK).
