Description

Sarquis obtained a PhD degree in Economics from the London School of Economics and Political Science (LSE). He also holds MSc and MA degrees in Economics from the LSE and the University of Brasilia (UnB), and a BSc in Electronic Engineering from the Polytechnic School of Federal University of Rio de Janeiro (UFRJ). He joined the Brazilian Foreign Service in 1991 and as a career diplomat has held several positions and has been in charge of economic negotiations and policy analysis in the areas of international trade and investments, finance and development. He has been a delegate to several intergovernmental meetings and conferences, particularly at the WTO, the OECD, the World Bank, the IMF, the UNCTAD and other United Nations fora. Prior to taking his functions as delegate to the OECD and other international economic organisations in Paris, he was Secretary for Foreign Trade and Economic Affairs at the Ministry of Foreign Affairs in Brasília (2020-2023) and Vice-President for Research and Strategy and Chief Credit Officer at the New Development Bank (NDB) in Shanghai (2018-2020). As Secretary for Foreign Trade and Economic Affairs (2020-2023), he also took on the activities as Sherpa to the G20 and BRICS, in addition to coordinating Brazilian negotiations at multilateral economic bodies such as the WTO and the OECD. In this role, he was responsible for trade policy, economic and financial policy, agriculture, energy, science, technology and innovation, and trade and investment promotion.
