Description
President of the National Commission for Risk Prevention and Emergency Response (CNE) of the Republic of Costa Rica. Degree in Civil Engineering from the University of Costa Rica. Master of Business Administration (MBA). Currently pursuing a Master's Degree in Emergency and Disaster Management. He has an extensive career at the Costa Rican Electricity Institute (ICE), an institution in which he has developed multiple functions, among which emergency and disaster management, Coordinator of the Emergency Operations Coordination Center of ICE, Representative of the ICE Group before the National Emergency Operations Center of Costa Rica and Focal Point of the ICE Preparedness and Response Subsystem before the CNE. During the COVID-19 pandemic he served as the Coordinator of the COVID-19 Commission of ICE and also coordinated the National Situation Analysis Room for COVID-19. He was also President of the Coordinating Commission of the National Emergency System 911 and has professional experience in preventive and corrective maintenance programs of buildings, design of landfill works and environmental studies. This has allowed it to support the response to national emergencies such as the earthquakes in Cinchona and Nicoya; Hurricane Otto; tropical storms Tomas, Nate, Eta and Iota, as well as the eruption of Turrialba Volcano. He also has studies on: Management Skills (University of California and ADEN International Business School); Methodology for Disaster Assessment (Economic Commission for Latin America-ECLAC); Disaster Risk Management and Public Investment in Development Processes (Latin American Faculty of Social Sciences-FLACSO); Incident Command and Emergency Operations Center Management System (USAID/BHA); and Integration of Migrants into Emergency Preparedness and Response Systems (United Nations).
