Description

Mr. Lawrence Tay is currently Director (Regulations) of the Cyber Security Agency of Singapore (“CSA”). He set up the Regulations Division of CSA back in 2018. In his present role, he oversees the operations of the Regulations Division which includes policy, investigation, compliance and enforcement work related to administering the Cybersecurity Act. As Director (Regulations), Mr. Tay is leading the operationalisation of the Licencing framework for Cybersecurity Service Providers that was first introduced as one of the four objectives under the draft Cybersecurity Bill which sought to establish a legal framework for the oversight and maintenance of national cybersecurity in Singapore. Prior to joining CSA, Mr. Tay has worked in several Government agencies, mostly in enforcement and compliance related roles. Most recently, he held the position of Director (Enforcement, Investigation & Prosecution) at the Infocomm Media Development Authority of Singapore where he set up its enforcement division. Mr. Tay started his career with the Corrupt Practices Investigation Bureau as Unit Head, where he led a team of senior officers in operations, which included investigation into corruption and penal code offences, as well as reviewing and auditing procedures of government departments. Mr. Tay then went on to take on several other portfolios as an Assistant Registrar and Senior Assistant Director with Ministry of Community, Youth and Sports and Competition Commission Singapore respectively, leading several projects, including setting up of the latter’s Intelligence and IT Forensic Units. Mr. Tay has over 20 years of experience and was awarded several Commendation and Merit Awards by the various government agencies, Ministries and Prime Minister’s Office.
