About
Economist (PhD. University of Cambridge) specialized in development, inequality, education and innovation. For 20 years, he has focused on the comparative study, design and implementation of public policies and institutional change.
He is the Founding Director of SUMMA, the Laboratory of Education Research and Innovation for Latin America and the Caribbean (created by the IDB in 2016), from where he advises and works with Ministries of Education of 16 LAC countries promoting research, education reforms, and regulatory changes to promote greater social justice.
In academia, he was an Affiliated Professor at the University of Cambridge, where he taught courses on Political Economy of Development. He has also served as senior advisor to the Inter-American Development Bank (IDB), UNESCO, the World Bank, CAF, UK Research & Innovation, Oxford Policy Management, and ASEAN. He has been a member of advisory boards at UNESCO (GEM), Brookings Institution and the OECD.
He has held relevant positions in the Chilean government during the Lagos and Bachelet administrations as Education and Innovation Policy Advisor in the cabinet of the Minister of Finance, among other.
