May 2023 – present: Adviser at the Central Project Management Agency (development assistance agency of Lithuania)
Nov 2022 – April 2023: Independent anti-corruption expert at the Organisation of Security and Co-operation in Europe, engaged in evaluation of OSCE’s ten-year assistance to its 14 participating states with two case studies of anti-corruption assistance to Serbia and Kyrgyzstan (https://www.osce.org/files/f/documents/2/6/561586.pdf)
February 2017 – December 2022: Senior Anti-Corruption Adviser in Ukraine by the European Union Anti-Corruption Initiative (EUACI). In EUACI Phase I (2017-2020) I was responsible for thematic leadership of support to the newly established anti-corruption bodies in Ukraine; In EUACI Phase II (2020-2022) I was embedded as an Adviser at the National Anti-Corruption Bureau.
October 1998 – January 2017: International Relations Officer at the Lithuanian Special Investigation Service (specialised anti-corruption body). Focal point for co-operation with sister agencies and major donors. Lithuanian focal point for GRECO, UNODC and OECD Anti-Corruption Network.
In parallel, from 2008 until present:
Anti-corruption evaluator of the Council of Europe Group of States against Corruption (GRECO). Nine countries evaluated under all five evaluation rounds (Serbia, San Marino, Liechtenstein, North Macedonia, Netherlands, Slovenia, Kazakhstan, Austria and the United States of America).
Anti-corruption evaluator of the Anti-Corruption Network of the Organisation of Economic Co-operation and Development (OECD ACN). Countries evaluated: Mongolia (first and second and fourth rounds) and Azerbaijan.
2011 to 2019: an Independent Anti-Corruption Expert selected by the European Commission’s Group of Experts on Corruption, helping to develop the methodology, standards and trends in anti-corruption for the European Commission in assessing the EU Member States.
