Description
Edwin has over 25 years of experience in budgeting and public sector modernisation. He leads the OECD Infrastructure and Public Procurement Division to look at how governments can deploy public expenditures and investment to deliver value for money and shape market supply for a greener and more social future. As the former head of the Budgeting and Public Expenditures division, he led the OECD’s work on infrastructure governance before the creation of the new division on Infrastructure and Public Procurement in 2020, preparing the way for the newly-adopted OECD Recommendation on the Governance of Infrastructure. In previous roles, he has led OECD work on digital government, open data, innovation, public sector indicators, human resources and critical infrastructure. He formerly worked in the U.S. Office of Management and Budge, and holds a Master's degree from the Harvard Kennedy School of Government and a diplôme d'études approfondies from Science Po, Paris.
