Stephan Raes has a Master’s degree in European Studies and a PhD on immigrant entrepreneurship in the context of changing Global Value Chains in the fashion industry (University of Amsterdam). He started his career in 1990 as a lecturer in the Political Economy of the Mediterranean at the University of Nijmegen. He has published extensively on innovation, entrepreneurship, creative industries and international trade.
He held several senior positions at the Netherlands’ Ministry of Economic Affairs, lastly as Director for Strategy, Research and International Affairs. Between 2008 and 2013, he was Minister Economic at the Royal Netherlands’ Embassy in Washington DC and between 2013 and 2018 Head of the Economic Affairs team at the Netherlands Permanent Representation to the Council of the EU in Brussels.
In his current position as policy analyst at the OECD, he works on the OECD SME Strategy, which aims to develop best-practice tools and guidelines for evidence-based and effective SME and entrepreneurship policies to better address the heterogeneity of SMEs in the context of megatrends such as digitalisation, climate change and globalisation. In recent months, his work focused on SME policy responses across OECD countries to the COVID-19 pandemic
