Carlos A. Grabois Gadelha
Secretary of Science, Technology, Innovation and Health Complex
Carlos Gadelha holds a PhD in Economics from the Economics Institute of the Federal
University of Rio de Janeiro (UFRJ). Since January 2023, he is the Secretary of Science,
Technology, Innovation and Health Complex of the Ministry of Health of Brazil.
Additionally, since 2021, Gadelha is the Coordinator of the Center for Strategic Studies
(CEE) at Fiocruz Foundation Antonio Ivo de Carvalho. He was Vice President of Health
Production and Innovation at Fiocruz (2007 – 2011); Secretary of Regional Development
Programs of the Ministry of National Integration (2003 – 2006); Secretary of Science
and Technology and Strategic Inputs of the Ministry of Health (2011 – 2015); and
Secretary of Development and Industrial Competitiveness at the Ministry of
Development, Industry and Foreign Trade (2015 – 2016).
Representative of the scientific community, appointed by the Brazilian Society for the
Progress of Science (SBPC), on the Board of Directors of the National Fund for Scientific
and Technological Development (FNDCT) from 2019 to the present date, and member
of the Management Committee of the Sectoral Health Fund (CT-SAÚDE) from 2021 to
the present date.
He is the coordinator of the Professional Master's Degree in Policy and Management of
Science, Technology and Innovation in Health at the Sergio Arouca National School of
Public Health of the Oswaldo Cruz Foundation (ENSP/Fiocruz); professor and
researcher at the Graduate Program in Public Health at the Department of Health
Administration and Planning at ENSP/Fiocruz.
A leader of the Research Group Development, Industrial Economic Complex and
Innovation in Health, currently has more than 120 publications and is a Research
Productivity Scholar PQ2 of the Brazilian National Council for Scientific and
Technological Development (CNPq)
