Manuel Felipe Gutiérrez Torres, actual President of Colombian National Infrastructure Agency, is a lawyer and economist from Universidad de Los Andes, where he also completed his master's degree in law; He has extensive experience in the public and private sectors, and expert in infrastructure and public-private partnership contracts.
He has performed as a professor of public law at Los Andes, Javeriana and La Sabana Universities, and director of the Public Procurement Research Group at Universidad de Los Andes.
He was Vice Minister of Infrastructure during the first year of President Ivan Duque’s Government. Among his main professional achievements at the Ministry of Transport are the leadership of the Economic Reactivation Room, a space created by the National Government to resolve and reactivate as a priority the 4G infrastructure program that had difficulties, and the Management of the Via al Llano emergency, after a landslide of enormous proportions forced to close the roadway for about 3 months, developing tremendous complications and challenges for the region and the country.
He has been a member of The Secretariat for Legal Affairs of the Presidential Commission of Infrastructure, where the Commission helped the enactment of the Law of public-private partnership Infrastructure contracts (Ley 1682/2013). He also has been an advisor to the presidency of the National Infrastructure Agency, where he led the interdisciplinary team that structured and renegotiated solutions for various road concessions during 2011 and 2012.
In the private sector, he developed as Infrastructure Director at Esguerra Barrera Arriaga law firm and Associate at Arrieta Mantilla law firm, where he worked at the legal structuring of several real estate projects, whose amounts exceed USD$ 100 million, legal advice of several road concessions, railroads and airports, whose totals exceeded USD $ 5,000 million, and lawyer in charge of the negotiation of several Engineering Procurement and Construction contracts for various multinational companies that entered the country in the recent decade.
