Edwin has over 25 years of experience in public sector modernisation, with a focus on, budgeting, digital transformation and performance management. As the former head of the OECD Budgeting and Public Expenditures Division, he led the infrastructure governance work before the creation of the division on Infrastructure and Public Procurement, preparing the way for the newly-adopted OECD Recommendation on the Governance of Infrastructure. He has previously headed also the Reform of the Public Sector division, with responsibility for portfolios on digital government, open data, innovation, public sector indicators, human resources and critical infrastructure. Edwin has worked closely with many developed and emerging economies, providing strategic advice to Prime Ministers’ Offices in Ireland and Estonia, the Finnish Ministry of Finance, and the Indonesian Ministry of Administrative and Bureaucracy Reform, among others. Prior to entering the OECD, Edwin worked in the Office of Management and Budget in the U.S. White House in the 1990s. He holds a Master's degree from the Harvard Kennedy School of Government and a diplôme d'études approfondies from Science Po in Paris.
