Description
Carol Volk began duties as head of the U.S. Department of State’s Infrastructure Development Unit in September 2022. She is a U.S. diplomat with a broad range of economic and political experience. Her team aims to promote infrastructure investment, particularly in lower- and middle-income countries, including through development of the Blue Dot Network and by leading the Infrastructure Transaction and Assistance Network (ITAN), which coordinates among U.S. government agencies to create viable infrastructure investment opportunities through targeted advisory services and infrastructure capacity building. She served previously as an advisor to the U.S. Executive Director to the World Bank, as acting deputy in the Office of Environmental Quality and Transboundary Issues, as an advisor to the Undersecretary for Civilian Security, Democracy and Human Rights, as staff assistant for the Bureau of Near Eastern Affairs, as Deputy Political Counselor in Baghdad and External Affairs Chief at the U.S. Embassy in Rome, among other assignments.
