Luis Oscar Moreno is the Director General for Economic Diplomacy, at the Ministry of Foreign Affairs, European Union and Cooperation. He is in charge of bilateral and multilateral economic relations and is responsible for the proposal and execution of Spain's foreign policy in the field of international economic relations.
He has a double major in Economics and Marketing, and a Masters Degree in Economic and International Relations from the U.A.M. He is a Government Economist since 2008. In 2002 he received a Full Merit Scholarship at Georgetown University.
He began his professional career at the Secretary of State for Trade, where he was Deputy Deputy Director of International Trade in Services between 2009 and 2011 and Deputy Director General of International Trade in Services and Investments from 2012 to August 2014. He has also been a Director of Cofides and España Expansión Exterior and for 5 years Chief Economic and Commercial Counselor of the Embassy of Spain in Rabat. From 2019 to 2020, Chief of Staff of the General Directorate of International Trade and Investments. He is specialized in trade in services, value chains, and investments.
He is a Board member of the Spanish ECA (CESCE), the Cooperation Agency (AECID), the Spain’s Chamber of Commerce, and the Foro de Marcas Renombradas Españolas (Brands of Spain), among other companies and public bodies.
He has been distinguished with the Civil Merit Officer Cross.
