Bio
Elia is part of the Green Finance and Investment Team in the OECD’s Environment Directorate. Her expertise is in sustainable and transition finance, specifically sustainable taxonomies and green budgeting.
Prior to joining the OECD, Elia spent five and a half years at the European Commission. There, she most recently worked on the green recovery from the economic crisis caused by the COVID-19 pandemic as part of the Recovery and Resilience Task Force in the Commission’s Secretariat-General. In this role, she coordinated all green aspects of the Recovery and Resilience Facility, the EU’s flagship pandemic recovery fund, worth over 700bn €. Before the onset of the COVID-19 crisis, she was project team leader for sustainable finance in the Directorate-General for Financial Stability, Financial Services and Capital Markets Union (DG FISMA) and was, amongst other things, in charge of the development and implementation of the Commission’s sustainable finance action plan and the negotiations on the Taxonomy Regulation with the European Parliament and European Council. Before joining the European Commission, she was based in London where she worked as a strategy consultant for three years.
Elia holds an MSc in Development Studies from the London School of Economics and Political Science, and a BA in International Relations from Queen Mary, University of London.
