Description
Paulina Ibarra is a Chilean development communications and advocacy expert with more than 20 years of professional experience in the U.S., Latin America, and the Caribbean. She currently leads the Women's Observatory against Disinformation and Fake News, which supports violence-free women's participation in democracy in Latin America, an initiative that was recognized at the 2022 World Justice Challenge with an Honorable Mention in the Equal Rights and Non-Discrimination category. She is part of the Summit for Democracy Cohorts on Disinformation/Information Integrity and Women’s Participation as a Prerequisite for Democracy. She was also invited to join the Advisory Board of the Global Partnership for Action to End Online Harassment and Abuse and USAID’s Advancing Women's and Girls' Civic and Political Leadership Initiative.
Paulina started her career as Communication Officer at the World Bank, and in 2011, she became Communications Manager at the Open Government Partnership (OGP), in the Support Unit and the planning of the First OGP Summit in Brazil.
In Chile, Paulina worked as Digital Advocacy Support for Michelle Bachelet’s second presidential campaign, collecting the highest amount of money for a political campaign through online donations, implementing communications techniques acquired during her work in the US. Paulina was the first ever designated Citizen Participation Delegate by the Minister Secretary General of the Government of Chile where she helped the drafting of the Presidential Instructive for Citizenship Participation, published in August 2014.
In 2014, Paulina founded Fundación Multitudes focused on closing the gap between citizens and decision-making and in 2017, she was elected a member of the Inter-American Development Bank MICI’s External Consultative Group, which focuses on improving the MICI management in the areas of access, transparency and efficiency. In 2018, Paulina was elected the first Chairwoman of the International Steering Committee of the Community of Democracies, representing 45 CSOs (including ICNL, Freedom House, Transparency International, Open Society Foundation, CIVICUS, and Human Rights House Foundation). She is a 2020-2021 Vital Voices Global Fellow.
