Biography
After graduating with a Master in international public law and international public administration from Paris 2 Panthéon-Assas University, Mr. Karpenko joined the Council of Europe in 2001 working for the Directorate General of Legal Affairs where he was dealing with legal advice and capacity building on local and regional government issues in Southern Caucasus and South-Eastern Europe. He moved to the Parliamentary Assembly's Monitoring Committee in 2007 where he was mainly responsible for countries of South-Eastern Europe. Since 2010, he is Deputy Head of the Private Office of the President of the Assembly.
