Policy Analyst
Courtenay Wheeler is a Policy Analyst and Coordinator of the Subnational Infrastructure Programme at the OECD's Centre for Entrepreneurship, SMEs, Regions and Cities. Courtenay leads projects relating to infrastructure investment in regions and cities, subnational government finance and regional development policy. Among other projects, he has led the preparation of multiple reports for the G20 on infrastructure funding and financing and an upcoming OECD-EC report on Place-based Policies for the Future. He is currently managing a project to help ten European regions adapt to demographic change.
Prior to joining the OECD, Courtenay worked across the infrastructure sector in Australia. He was a senior adviser on major infrastructure projects and transportation in a state government, an infrastructure consultant and an environmental engineer. His experience covers international infrastructure policy, infrastructure governance, project appraisal, project planning, engineering, environmental approvals, finance, construction management and project management. He has a bachelor’s degree in engineering, an MBA and an MPA
