As Senior Director of Blended Finance within Rare’s coastal fisheries program, Fish Forever, Kate leads the blended finance initiatives. In this role, Kate creates financial vehicles that fund projects in coastal communities, small-scale fisheries, and Sustainable Development Goal (SDG) 14 targets. In collaboration with Rare’s country teams, Kate works with subnational governments to prioritize SDG 14 investments and demonstrate that investments in small-scales fisheries will generate a positive return for coastal communities. Prior to joining Rare, Kate was the Director of Political and Sovereign Risk at the Overseas Private Investment Corporation (OPIC) were she focused on both traditional political risk insurance and OPIC’s specialty coverages that are available to U.S. capital market investors, U.S. commercial banks, and financial institutions. Kate concentrated most of her efforts in Sub-Saharan Africa and Eastern Europe. Preceding OPIC, Kate worked for ten years in risk assessment, continuity programs and disaster relief. Kate has worked for SRA International, the U.S. House of Representatives and the American Red Cross. Kate earned her Master of Public Policy at George Mason University’s School of Policy, Government, and International Affairs.
