Charley Landgraf is a Senior Counsel in the Washington office of Arnold & Porter where he co-chairs the Legislative/Public Policy practice. He has been named as one of Washingtonian Magazine’s “Best Lawyers” in multiple years and The Hill newspaper’s Top Ten Insurance Lobbyists. Mr. Landgraf has represented a broad range of clients in the insurance, tech, aviation, energy and real estate industries before Congress and the Administration, playing a role in successfully shaping key provisions of legislation such as the Dodd-Frank Act, Terrorism Risk Insurance Act, CISADA (Iran sanctions), the Oil Pollution Act, and most recently key provisions of this year’s CARES Act. He also focuses on regulation of trade in services and international intellectual property law, and has formed several onshore and offshore insurers to serve a variety of purposes. He assisted in drafting the 1993 Russian insurance law and has advised the China Insurance Regulatory Commission. Prior to joining Arnold & Porter, Mr. Landgraf was the Managing Partner of Dewey & LeBoeuf's Washington, DC office and Co-Chairman of that firm. Mr. Landgraf received his J.D. from New York University School of Law and his B.A. from Rice University, in Houston, Texas.
