High-Level Session on the Implementation of the Recommendations of the Khartoum Workshop on Natural Resources in the Great Lakes Region

Organised by: ICGLR and OSESG In pursuance of the regional efforts to address the illicit exploitation of natural resources, a high-level workshop on natural resources held in Khartoum, Sudan in 2021 resulted in over 30 recommendations geared towards disrupting the link between the smuggling of high-value minerals and the financing of armed groups. The workshop participants noted that, due to limited human and financial resources, there are tools of the RINR “which are partially or not implemented”; thus, the need for the donor community to further support the implementation of the whole Initiative so to contribute to shared prosperity, sustainable peace, and development in the Great Lakes Region. As part of broad efforts to mobilize political, technical, and financial support for the region, the ICGLR Secretariat and the OSESG-GL, led by their respective principals, are organizing a joint high-level partner session in the margins of the 16th Forum on Responsible Mineral Supply Chains at the OECD Conference Centre to discuss the role of international mineral due diligence stakeholders in the implementation of the Recommendations of the Khartoum High-Level Regional Workshop on Natural Resources. ICGLR presentation The International Conference on the Great Lakes Region (ICGLR) is an intergovernmental organization of 12 countries of the African Great Lakes Region (GLR), namely Angola, Burundi, Central African Republic, Congo, Democratic Republic of Congo, Kenya, Rwanda, South Sudan, Sudan, Tanzania, Uganda and Zambia. The ICGLR’s mission is to promote peace, security, and development in the African Great Lakes Region through the implementation of its 10 Protocols as well as regional projects and initiatives including the Regional Initiative for the fight against the Illegal Exploitation of Natural Resource (RINR). The Regional Initiative whose principal approach is the setup of a Regional Certification Mechanism (RCM) for tin, tantalum, tungsten and gold, commonly known as 3TGs, aims particularly at breaking the link between mineral revenues and rebel or negative forces financing. OSESG-GL presentation The Office of the Special Envoy of the UN Secretary-General for the Great Lakes region (OSESG-GL) was established in 2013 by the UN Security Council to coordinate the implementation of national and regional commitments under the Peace Security and Cooperation Framework for the Democratic Republic of Congo and the region, and to lead a comprehensive political process that includes all relevant stakeholders to address the underlying root causes of the conflict in eastern DRC. This session will be held in English with French interpretation.
