Taxes and levies at mining sites in Eastern Congo: poor governance and DRC’s artisanal miners

Organised by: Madini Consortium The Madini consortium suggests presenting the result of a large-scale field study on taxation (193 artisanal mining sites) in the artisanal mining sector in the eastern Congolese provinces of Ituri and South-Kivu. The scope of the study and the level of detail at which it explores the subject are unparalleled to date. For example, it allowed the authors to conservatively estimate the average contribution in taxes and levies of a miner in Ituri to $251 and $63 in South Kivu. The findings of the study will be the opportunity to discuss ways to improve the governance of the artisanal mining sector and to reflect on why local artisanal miners do not benefit more largely from their activity and why the bulk of proceeds seem to go to other actors. More importantly, panellists will reflect on how taxes and levies can contribute the stability instead of constituting a source of insecurity. This session will be held in English with French interpretation.
