Description
Lacina PAKOUN is a Minerals and sustainable Development Specialist and Technical Advisor for the ACP-EU Development Minerals Programme implemented by UNDP. He provides technical oversight for the implementation of the Programme in 10 focus countries globally and supports the UNDP Extractives Team effort in implementing the AMV through technical and policy advisory to more than a dozen African countries on minerals sector reform and development. Prior to joining UNDP, Lacina worked extensively from local development planning to bridging the extractives sector with development in West and Central Africa (Burkina Faso, DRC, and Guinea) where worked at the crossroads with governments, parliaments, mining corporations, CSOs and INGOs and mining communities to improve sector governance and strengthen mines-community and environmental management systems. He contributed to legal and policy reforms across Africa including Laws for resettlement and land acquisition, Community Development Agreements (CDAs) and Community Development Funds Management. He helped design an online early warning and response system to prevent and mitigate mining-related conflicts in Guinea. Lacina holds MSc. in Development Sociology from the University of Ouagadougou, Burkina Faso.
