Biography
Ms. Sandra Hassan holds a Bachelor of Civil Law from Université Laval (1990) and a Master’s degree in taxation from Université de Sherbrooke (1995). She also holds a Licence in common law (magna cum laude) from the University of Ottawa (2005). She has been a member of the Barreau du Québec since 1991.
Between 1991 and 2000, prior to joining the public service, Ms. Hassan worked in private practice for Langlois Robert Gaudreau, for Deloitte & Touche and finally for Grant Thornton.
Ms. Hassan began her public service career in the Department of Justice in 2000 with the Legislative Services Branch. From 2006 to 2011, she was the Executive Director and General Counsel, Tax Counsel Division of the Department of Finance Legal Services.
Ms. Hassan was the Assistant Deputy Minister, Central Agencies Portfolio (Justice) and Counsel to the Department of Finance from April 2011 to June 2016.
From July 2016 to March 2021, she was the Assistant Deputy Minister, Employment Conditions and Labour Relations, Office of the Chief Human Resources Officer, Treasury Board Secretariat. Ms. Hassan was also co-chair of the National Joint Council.
She was appointed Deputy Minister of Labour and Associate Deputy Minister Employment and Social Development effective March 8, 2021.
Mme Sandra Hassan est titulaire d’un baccalauréat en droit civil de l’Université Laval (1990) et d’une maîtrise en fiscalité de l’Université de Sherbrooke (1995). Elle est également titulaire d’une licence en droit commun (avec grande distinction) de l’Université d’Ottawa (2005). Elle est membre du Barreau du Québec depuis 1991.
Entre 1991 et 2000, avant de se joindre à la fonction publique, Mme Hassan a œuvré en pratique privée chez Langlois Robert Gaudreau, chez Deloitte & Touche et enfin chez Grant Thornton.
Mme Hassan a commencé sa carrière dans la fonction publique en 2000 au ministère de la Justice pour la Direction des services législatifs. De 2006 à 2011, elle a été directrice exécutive et avocate générale de la Division du droit fiscal, Services juridiques du ministère des Finances.
Mme Hassan a été sous-ministre adjointe du Portefeuille des organismes centraux (ministère de la Justice) et conseillère du ministère des Finances d’avril 2011 à juin 2016.
De juillet 2016 à mars 2021, elle a été sous-ministre adjointe, Conditions d’emploi et relations de travail, Bureau de la dirigeante principale des ressources humaines, Secrétariat du Conseil du Trésor. Mme Hassan a également été co-présidente du Conseil national mixte.
Elle a été nommée sous-ministre du Travail et sous-ministre déléguée de l’Emploi et du Développement social du Canada à compter du 8 mars 2021.
