Special Envoy for Emerging Technologies
Description
Ambassador Ulises Canchola has been a career diplomat since 1993 and currently serves as Special Representative for Emerging Technologies. He holds a law degree Cum Laude from the National Autonomous University of Mexico (UNAM) and a M.A.L.D. from the Fletcher School of Law and Diplomacy.
His previous foreign postings include the Permanent Missions of Mexico to the UN in New York (1994-1999), Vienna (2007-2011) and Geneva (2011-2013), as well as Ambassador to the Islamic Republic of Iran (2014-2017) and Ambassador of Mexico to the Kingdom of Norway (2019-2023). In Mexicoās Ministry of Foreign Affairs, he acted as Deputy Legal Adviser (2005), Director General for the UN System (2005-2007), Director General for International Bilateral Relations and Economic Cooperation (2017), as well as President of the Foreign Service Board (2017-2019). Since 2019, he has served as Representative of Mexico for the Coalition for Innovation in Epidemic Preparedness (CEPI).
He also served as Director General for International Affairs of the National Human Rights Commission of Mexico and Acting Executive Secretary (2000-2002). As part of his multilateral background, Ambassador Canchola has being member of Mexican delegations to negotiations on ocean affairs, climate change, desertification, biodiversity, non-proliferation and disarmament, terrorism, migration, transnational organized crime and human rights (among others).
During the last 8 years of his career he has been engaged in the emerging technologies agenda and the rapid development of technology. He has also been working in the area of innovation (i.e. healthtech, creative industries, smart cities, among others). He launched the project to establish a āBilateral Innovation Ecosystemā between Mexico and Norway. He is currently the Special Representative for Emerging Technologies at the Ministry of Foreign Affairs of Mexico.
He is fluent in English, German and French and maintains an interest in Farsi. Ambassador Canchola promotes a novel approach to diplomacy, which focuses on generating public value and effectiveness in the context of what Zigmund Bauman called our āLiquid Modernityā. As Ambassador to Norway, he sought to implement these innovations, which in 2017 he defined as āLiquid Diplomacyā.
