Chris Carr

Department for Business, Energy and Industrial Strategy

Director Better Regulation Executive

Description

Chris Carr is a career civil servant with experience across the public sector, having worked in four departments (including the Cabinet Office and DCMS), an independent review (the Heseltine Review), a local council (Camden) and a quango (the Equality and Human Rights Commission). He has also worked at a big-name consultancy firm and at a very small one. His expertise is in the area of organisational development – variously called continuous improvement, change management, business process re-engineering, Lean, Six Sigma and various other lucrative brands. He combines this with a classic policy skillset and is therefore doomed forever to be considered a “generalist” – old-fashioned, unimaginative and lacking in drive – which he argues could not be further from the truth. His current role is to lead policy on productivity and growth, helping to make the UK the best place in the world to start and grow a business and to make the UK a world leader in disruptive and emerging technologies. He holds a degree in Chemical Engineering from Cambridge.
