Description
As head of the Private Sector and Capital Markets Department, Louise leads FCDO’s work on private capital mobilisation. This includes global financial system reform to free up MDB and DFI balance sheets in order to invest more in the SDGs and climate, building pipelines of bankable projects, deepening local capital markets including through affordable local currency options and doing more through public markets where innovative transactions can help shift institutional investors towards emerging markets and developing economies.
Louise’s department manages UK flagship initiatives including Financial Sector Deepening Africa (FSD Africa), the Private Infrastructure Development Group (PIDG), UK Sustainable Infrastructure Programme (UKSIP) and MOBILIST.
Previously Louise was Chargé d’Affaires and Development Director at the British Embassy in Khartoum, Head of Office for Yemen and led a large Economic Growth portfolio in Pakistan. Louise’s other roles have included a secondment to the US Government to help develop greater economic ties between Central and South Asia and leading the UK’s infrastructure and private sector work in Afghanistan.
Prior to joining the UK Civil Service, Louise was a management consultant working for Accenture and boutique strategy firms. She advised C-level Fortune 500 clients on strategy and large-scale institutional change in the financial services, healthcare and technology sectors.
