Description

James Seward is a Senior Financial Officer in the Capital Markets and Investments team of the World Bank Treasury. He leads the design and implementation of financial solutions for emerging market governments on accessing development financing, managing financial risks, and utilizing innovative financial structures for sustainable investment. James also leads the technical advisory engagements to ministries of finance and other clients in Africa on external debt, sustainable, green, and climate-linked financing. He has over twenty years of experience at the World Bank, focusing on financial sector development, and he has been recognized with twenty-three performance awards for his work. James has led dozens of advisory, analytical, and financing projects on policy issues, including financial stability, banking reform, regulation, supervision, building financial markets, and expanding access to finance. He has also managed large World Bank teams in the Asia and Africa regions. James has published various reports and papers, including most recently on central bank governance and reserves management. Before joining the World Bank, he worked on sanctions regulations and compliance at the U.S. Department of Treasury and on the Middle East and North Africa portfolio at the U.S. Department of State. James has a Master of Public Policy from Harvard University and a Bachelor of Political Science and Business Administration from James Madison University. He recently obtained the Sustainability and Climate Risk certificate from the Global Association of Risk Professionals.
