Stephen graduated from university in the United Kingdom with an honours degree in Civil Engineering. After spending a number of years with the British Airports Authority in the UK, he spent the next twenty years or so in the aviation consultancy business providing project management services and advising public and private clients on aviation policy and large-scale infrastructure development initiatives around the world.
He joined the projects directorate of the EIB in 2008. His first role was as a Senior Engineer and then a Deputy Technical Adviser for aviation projects, assessing through a comprehensive due diligence process whether projects proposed to the Bank were suitable for Bank financing from a technical, economic and environmental perspective. He then became Head of the Aviation, Maritime and Innovative Transport Division, responsible for a team of engineers and economists covering projects in these three sectors.
Stephen was appointed Head of Environmental, Climate and Social Policy in the Sustainability and Quality Management Department at the Bank in March 2020. In this role, he is overseeing the evolution of the Bank into the Climate Bank of the European Union. This includes making sure that all new operations the Bank finances are Paris Aligned and that at least 50% of Bank financing is dedicated to climate action and environmental sustainability objectives by 2025.
