Description
A graduate of the École Nationale d'Économie Appliquée (ENEA) in 1988, Mr Papa Madiaw SECK also holds a Certificate in Industrial and Urban Environmental Management from the University of Weimar in Germany in 2000, a Master's degree in Remote Sensing from the United Nations-affiliated Centre Régional Africain des Sciences et Technologies de l'Espace (CRASTE-LF) in 2004 and a Professional Master's degree in Quality, Safety and Environment (QSE) from UCAD in Dakar in 2014.
In his professional career, Mr SECK has held the positions of Urban Planning Expert at the Urban Development and Housing Improvement Project in Chad from 2005 to 2008, Head of the Forward Studies and Spatial Analysis Division at the Regional Planning Department and Director of Regional Support and Development at the National Regional Planning Agency (ANAT) from 2009 to 2012. In 2013, he joined the National Local Development Programme, where he contributed to the drafting of the National Territorial Development Strategy (SNDT), the formulation of Act III of decentralisation and support for local authorities.
Mr SECK joined the UEMOA Commission in November 2015 as a spatial planning professional. He contributed to the implementation of the Regional Indicative Programme for Urban Development, and since 2017 has been Coordinator of the IDA Donation Technical Assistance Project for the Financing of Urban Development.
