The global digital transformation continues to shape the educational landscape, offering enhanced methods for classroom learning, streamlined education management systems, and innovative delivery models. In the wake of the rapid adjustments necessitated by the COVID-19 pandemic, the ongoing evolution in digital education has become even more significant. As we venture into 2024, reassessing and strengthening digital learning infrastructure is paramount, including equipping educators with the necessary tools and skills to manage the profound disruption of AI. This online conference will be the occasion to discuss the current state of the art and discuss some of the findings of the OECD Digital Education Outlook 2023: Towards an effective digital ecosystem and another related report: Country digital education ecosystems and governance: a companion to Digital Education Outlook 2023.

This year’s OECD Digital Education Conference will spotlight the role of artificial intelligence (AI), digital management and learning platforms in education. Hosted as a fully virtual event, the conference is designed to foster insightful conversations among policy makers, education stakeholders, experts, and industry developers. The conference aims to help participants formulate their vision for digitally transformed education, apprehending both opportunities and challenges. It will also be an occasion to discuss countries' policies and guidance about digital  education -- as well as the OECD and EI opportunities, guidelines and guardrails for equitable and effective AI in education.

This report, linked with the Digital Education Outlook 2023, provides an overview of 29 countries’ (or jurisdictions’) digital education ecosystem and governance. Each chapter covers the devolution of responsibilities within countries; how it affects digital education; what digital tools for management and teaching and learning are made publicly available to schools, teachers and students; how they are provided or procured; how countries ensure the security, privacy, equity and effectiveness of this digital ecosystem while keeping incentives for private education technology (EdTech) companies.

Towards an effective digital education ecosystem


The OECD Digital Education Outlook 2023 provides a comparative, thematic analysis of how countries shape or could shape their digital ecosystem. 

Student information systems (or Education Management Information System - EMIS), learning management systems, digital assessment platforms, study and careers guidance: what are the different components of countries’ digital education ecosystem? How and to what extent do countries leverage teachers’ digital competences and the latest opportunities offered by artificial intelligence (AI)? How can countries make the most of their digital ecosystem so that it is trustworthy, useful, effective, and equitable? How do and can countries allow for digital education to continue to improve and innovate education? 

Country Digital Education Ecosystems and Governance: A Companion to Digital Education Outlook 2023 supplements this book by providing detailed and comprehensive information for each country.

Opportunities, guidelines and guardrails for effective and equitable use of AI in education


This discussion paper on AI in education was jointly developed by the OECD and Education International initially as an input to discussions in the International Summit of the Teaching Profession 2023. 

The use of artificial intelligence and digital technology as part of teaching and learning is thus the focus of the text. The text was then refined through country, expert and stakeholder consultations and reviewed by the OECD Centre for Educational Research and Innovation (CERI) governing board members as well as the Education International members. 

It aims to facilitate collaboration between education authorities and the teaching profession and inspire further discussions and guidelines on the use of AI in education.

The Centre for Educational Research and Innovation (CERI) provides and promotes international comparative research, innovation and key indicators, explores forward-looking and innovative approaches to education and learning, and facilitates bridges between educational research, innovation and policy development. CERI draws together international research and expertise, identifies effective practices across different countries and develops new approaches across a range of topics towards the frontiers of education policies, practices and outcomes.

How might digital technology and notably smart technologies based on artificial intelligence (AI), learning analytics, robotics, and others transform education? This book explores such question. It focuses on how smart technologies currently change education in the classroom and the management of educational organisations and systems. The book delves into beneficial uses of smart technologies such as learning personalisation, supporting students with special learning needs, and blockchain diploma credentialing. It also considers challenges and areas for further research. The findings offer pathways for teachers, policy makers, and educational institutions to digitalise education while optimising equity and inclusivity.  

The OECD's work on education helps individuals and nations to identify and develop the knowledge and skills that drive better jobs and better lives, generate prosperity and promote social inclusion.

This Community is a platform organised by the OECD Centre for Educational Research and Innovation – CERI to exchange knowledge and information about the topics of Smart Data and Digital Technology in Education. Digitalisation is transforming societies, providing new opportunities to improve education in the classroom, enhance the management of education systems, but also consider innovative models of delivery. 


The COVID-19 pandemic has accelerated and cast a spotlight on the transformative role of digitalisation in education. From the public provision of digital learning infrastructure to issues of governance, regulations, and public-private relationships through to developing teachers’ competencies, countries have the opportunity to reconsider their education policies. However, the crisis has also shown that many systems still wrestle with the question of how best to harness the benefits of educational data and digital technology whilst avoiding potential pitfalls. 


 This Community will help countries navigate the rapidly evolving technology landscape and plan sustainable strategies about the digitalisation of education. By reporting on several OECD projects related to digitalisation in education, it will support policymakers, researchers, experts, and education stakeholders in keeping abreast of technology developments and harnessing the digitalisation of their education systems by engaging in strategic discussions about the use of data and digital technology in the classroom and about the policies that best support it. It will also provide countries with many peer-learning opportunities to anticipate and address policy needs in this area.
