Commissioner at the Federal Telecommunications Institute since April 2017.
He is a Telecommunications Engineer by the National Autonomous University of Mexico (UNAM). He holds a joint PhD on Telecommunication and a certificate of advance studies on Signal Theory and Communications by the Polytechnic University of Madrid. He studied graduate courses on Telecommunications Management in Spain and on Digital Markets Regulation in Belgium.
With a respect to work experience, he collaborated with European operators in the areas of strategic development and technological evolution and with global consulting firms specialized in the technological, economic, and political-regulatory analysis of multinational telecommunications and information technology projects.
He has worked in the areas of evaluation, policy design, and international coordination of satellite systems for national security and social connectivity. He also served as a technical advisor and a social witness for international pro-transparency organizations and conducted research in Competitiveness Centers, as well as Research, Development, and Innovation (R&D&I) in Europe and Mexico.
The Commissioner has published several articles in national and international media and scientific journals on topics such as public policy, strategies, economics, and regulation of Information and Communication Technologies.
