Deputy General Director of Prospective and National Development. He has a Ph.D. from the Toulouse School of Economics (France) and a master's degree in Mathematical Economics and Econometrics from the same university. He also has a master's degree in Economics from Rosario University and an economist degree from Antioquia University. He has served as a full professor of the Faculty of Economics and Director of Research and Innovation at Rosario University in Bogotá. He has worked for more than 20 years in development, labor economics, and innovation; he has been a researcher in different projects financed by the European Union, IDRC-Canada, Inter-American Development Bank (IDB), World Bank, and Financial Corporation for Latin America (CAF), among others.
