Description
Edwin is one of the organisers of the OECD Infrastructure Forum. He leads a team that supports governments with evidence on how to plan and deploy public expenditures and investment to deliver value for money, attract sustainable investment, and shape market supply for a greener and more social future. His division produces, data, analysis and guidance on OECD Recommendations on Infrastructure Governance, Public Procurement, and Public-Private Partnerships. He leads OECD technical assistance to the Blue Dot Network, an internationally-recognised certification framework to assist countries in pursuing quality infrastructure investments. Edwin previously led OECD divisions on Reform of the Public Sector and Budgeting and Public Expenditures. Before joining the OECD, he worked in the Office of Management and Budget in the U.S. White House. He holds a Master's degree from the Harvard Kennedy School of Government and a diplôme d'études approfondies from Science Po, Paris.
