Ángel Enrique Hernández Castillo was born in Jarabacoa on October 1, 1953. He completed his primary and secondary studies in Elías Piña from where he moved to Santiago to pursue his Bachelor's Degree in Education Sciences, PUCMM. He then pursued postgraduate studies in educational planning at INTEC. At the University of Grenoble, France, he did his doctorate in Educational Sciences in 1983. He has written the following books: (1983). Resultados de la Reforma del Nivel Básico, Secretaria de Estado de Educación; (1984). Las Reformas Dominicanas de la Enseñanza, UASD; (2005). Introduction to Educational Sciences, UAPA; (1984). Reflections on the Dominican Educational System; (1985). Temas de la problemática Educativa Actual, UTESA; (2015). Reflections on Education and Society, UAPA; (2017). UAPA: An innovative experience in Dominican higher education, UAPA; (2018). Miradas sobre la educación superior dominicana, UAPA. He has also written articles for magazines and newspapers of national and international circulation. He maintains the blog www.educaciónuniversitaria.com.do where he publishes articles and comments on the evolution of Dominican education. In his professional career he has served in different positions in the public administration as national education technician, regional director of education in Santiago, general director of curriculum and educational evaluation, undersecretary of technical and pedagogical affairs, Secretary of Education, interim, for eight months. He has also been a consultant on public policies in education for national and international organizations. Consultant for the UNDP during the Curricular Transformation process of the 1990s. He has been a professor at UASD, INTEC and PUCMM. He is co-founder of the Universidad Abierta para Adultos, UAPA, where he has served as rector during the last few years. He has been a member of the National Council of Higher Education, Science and Technology, CONESCYT. In several periods Vice President of the Union of Universities of Latin America and the Caribbean, UDUAL. Also of the Inter-American Organization of Universities, OUI and currently a member of the Board of Directors of AIESAD. He has been president of the Dominican Association of University Rectors, ADRU, on two occasions. He has been decorated by the Government of France with the Academic Palms. He was rector of the Universidad Abierta para Adultos, UAPA and advisor to the executive branch in matters of education. He has been declared an adopted son of the city of Santiago de los Caballeros by the Local Mayor's Office. Accepted as a member of the Academy of Sciences of the Dominican Republic. In addition to having been recognized by the Regional Directorate of Education, District 08 of Santiago de los Caballeros, as a Pioneer in Virtual and Distance Education in the Dominican Republic. Currently Minister of Education of the Dominican Republic.
