Description
A lawyer by profession, she graduated from the Faculty of Law of the National University of Asunción (UNA) and holds a master’s degree in the Management and Administration of Social Security Systems from the University of Alcalá de Henares in Spain.
She has over 17 years of experience as a public servant, 9 of which have been dedicated to the development, analysis, and management of policies on social security and labor markets. She has extensive experience in coordinating sectoral work tables with unions, retirees, and business sectors. She has led projects focused on maternity protection, domestic work, part-time employment, telework, minimum wage, unemployment, pension fund regulation, and control, with concrete outcomes in various existing national laws.
In the field of research and technical analysis, she has produced various studies for public policy proposals in the area of social security and labor markets. She has been the direct counterpart of several international organizations in the design and implementation of projects and consultancies, notably the ILO, IDB, OECD, World Bank, OISS, ISSA, and UNDP, among others.
