Miriam Preckler Galguera

Description

Miriam Preckler Galguera has a solid academic background and an outstanding professional career. She holds a PhD in Education from the Universidad Autónoma de Madrid; a degree in Business Administration and Management from the Universidad Carlos III, a Diploma in Foreign Language Teaching, and a degree in Primary Education. She has two master's degrees, one in International Development Cooperation and the other in Quality and Improvement of Education, among other university degrees. She has more than 15 years of work experience in the strengthening of public policies in education, which she has exercised from the field of international cooperation. Throughout her professional career she has held various positions in multilateral organizations such as UNESCO, UNICEF, OEI and IPU, among which stand out: Director of the OEI Office in Paraguay from 2018 to 2023; Head of the Education area of the UNICEF Office in Panama; Education Program Specialist in South Sudan, working on the design of the Five-Year Vocational Training Plan 2017 - 2021; the coordination of the project “Better Education for Africa's Rise” (BEAR) from UNESCO headquarters for five African countries: Botswana, DR Congo, Namibia, Malawi, Zambia; and the development of the Secondary Education Strategy in Latin America and the Caribbean for a UNICEF-LACRO Regional office. Her work has led her to acquire a deep understanding of the challenges faced by education systems in Latin America, as well as to develop a strong analytical capacity, used to design and implement forward-looking institutional strategies. Since September 2024, she has been the Director of Education, within CAF's Social and Human Development Management. She is the author of several articles and publications including “Education in Latin America and the 2030 Sustainable Development Goals, regional commitments 2013 - 2015) (2021) and ‘Globalization, Mass Education and TVET: The influence of UNESCO in Botswana and Namibia’(2018).
