Ángela Penagos

Description
Ángela María Penagos-Concha is the current Chief of the Bogotá office at the Economic Commission for Latin America and the Caribbean (ECLAC) of the United Nations. She holds a degree in Economics from Universidad del Valle in Colombia and a Master’s degree in Environmental Economics from Universidad de los Andes in a joint program with the University of Maryland. With over 20 years of experience in research, policy-making, teaching, and leading both public and private organizations, she has become a recognized leader in her field.
From 2012 to 2015, Ángela served as the Director of Rural Development at the National Planning Department. Between 2015 and 2020, she was the Director for Colombia at the Latin American Center for Rural Development (Rimisp). In 2020, she became the Director of the Agri-Food Systems Research Center at Universidad de los Andes, and from 2021 to 2022, she was the Acting Director of the Center for Sustainable Development Goals. Most recently, from 2022 to 2023, she served as President of Finagro, the Development Bank for the agricultural sector in Colombia.
Throughout her career, Ángela has introduced innovative approaches to designing sectoral public policies, supporting institutional reforms in the agricultural sector. She has been a key advocate for incorporating the concepts of rurality and territoriality into policy frameworks, emphasizing the need for new institutional capacities to address the challenges of peacebuilding and territorial development.
