Description
A Mexican national, Alvaro Velarca Hernández holds a degree in Financial Administration from the Instituto Tecnológico y de Estudios Superiores de Monterrey (ITESM), with Honorable Mention, and a Master's Degree in Economics from the Instituto Tecnológico Autónomo de México (ITAM).
In the area of social security and protection, he served as Coordinator of Inter-institutional and International Follow-up and Head of the Planning and Budget Division of the Mexican Social Security Institute (IMSS), as well as Director of Operational Coordination of Seguro Popular, among others.
In the international arena, he served as General Director of the Fondo de Cultura Económica of Colombia. In Mexico, he served as Director of Acquisitions and Services Abroad of the Ministry of Foreign Affairs, and as Department Head of the Undersecretary of International Trade Negotiations of the Ministry of Economy.
In addition, he has been a consultant on financial and budgetary planning issues for international organizations, such as the Inter-American Development Bank (IDB) and the United Nations Development Program (UNDP), as well as for various Mexican ministries, including the Treasury and Public Credit, Public Education, Agrarian, Territorial and Urban Development, Government and Environment, and the National Council for the Evaluation of Social Development Policy, among others. He currently serves as Secretary General of the Inter-American Conference on Social Security.
