Description

ORLANDO VEGA QUESADA He has a PhD in Government and Public Policy, has a master's degree in Population and Health and a bachelor’s degree in political science with an emphasis on Government and Public Policy. He has been a university professor at the Universidad de Costa Rica for more than 17 years teaching courses on data analysis and interpretation and applied research methodology in political sciences. As a researcher, Mr. Vega has publications on topics of electoral behavior, access to Information and Communication technologies, new public management in Costa Rica, migrations, and commercial integration of organizations in Asia. As part of his professional experience, he has worked in the Ministry of National Planning and Economic Policy, in the National Council of People with Disabilities and the Vice Ministry of Telecommunications, from February 2009 to 2022, where he worked as a Telecommunications professional, same of which he was Vice Minister of Telecommunications from June 2022 to August 2023. As a leader, he has led the issuance processes of the National Telecommunications Development Plan 2022-2027, the publication of the comprehensive reform of the National Frequency Allocation Plan and the completion of the transition to digital terrestrial television. He chairs the National Online Safety Commission, and the Scientific Council of the National Center for Food Science and Technology of the Universidad de Costa Rica. Additionally, he is the representative of the Ministry of Science, Innovation, Technology and Telecommunications (MICITT) in the Public Procurement Authority, the Costa Rican Institute of Fisheries and Aquaculture (INCOPESCA) the Costa Rican Promoter of Innovation, and the National Consultative Council of Statistics.
