Courtenay Wheeler is a Policy Analyst at the OECD's Centre for Entrepreneurship, SMEs, Regions and Cities. Courtenay works on projects relating to infrastructure investment, subnational finance and the recovery from COVID-19 in regions. Recent projects have included a report on innovative funding and financing for infrastructure in regions and cities and the OECD Regional Recovery Platform. Prior to the OECD, Courtenay worked in the infrastructure sector in Australia, including as a government adviser, consultant and engineer.
