Biography
Dr. Phiset Sa-ardyen is the Executive Director of the Thailand Institute of Justice (TIJ). Under his leadership, TIJ focuses on enhancing the rule of law and improving the Thai justice system through innovative, evidence-based, and people-centred approaches. This includes the implementation of the United Nations Rules on the Treatment of Women Prisoners and Non-custodial Measures for Women Offenders (the "Bangkok Rules") across Thailand and Southeast Asia in collaboration with UN-PNI.
Previously, Dr. Phiset served as the Director of External Relations and Policy Coordination at TIJ, where he was responsible for strengthening TIJ’s role as an international research institute in crime prevention and criminal justice. Before joining TIJ, he held key positions at the Ministry of Justice, including as Director of the Information and Communication Technology Centre. In this role, he led the implementation of digital transformation and cybersecurity policies, including a flagship project on big data analytics for recidivism prediction and offender rehabilitation.
Dr. Phiset has a diverse educational background in bioengineering and chemistry, holding a B.E. from the Tokyo Institute of Technology. He completed his M.S. and Ph.D. in Chemistry at New York University. Additionally, he holds an M.A. in Translation and Interpretation from Chulalongkorn University and an LL.B. from Sukhothai Thammathirat Open University, Thailand.
