Biography

Johan Galea has served as the Permanent Secretary for the Ministry for Justice and the Reform of the Construction Sector since 2016. During this year, he also served as the Permanent Secretary for the Ministry for Transport, Infrastructure and Capital Projects on an interim basis. The Ministry’s primary objective is to enhance Malta’s Justice Sector comprehensively. This includes improving the efficiency of the courts and other entities under the Ministry’s jurisdiction, as well as ensuring tangible access to justice at multiple levels. Over the past eight years, Mr Galea has overseen the establishment of a Court Services Agency to provide better support for the Judiciary, the launch of the first Digital Justice Strategy, the establishment of the Commercial Court, the separation of powers between the Attorney General and State Advocate, the strengthening of the Legal Aid Agency to its present form, and recently, a number of reforms within the construction sector, including new legislation that sets up the Occupational Health and Safety Authority. Currently, he is spearheading several projects such as the reform of the Family Court, the strengthening of the Building and Construction Authority, a number capital projects and the digital transformation in the justice sector. Mr Galea graduated from the University of Malta with a B.A. (Gen) in Psychology and Sociology. He also holds a Postgraduate Certificate in Education and a Diploma in Educational Administration and Management. He began his public service career in 1991 as a teacher, later serving as a Head of School. In 2009, he was appointed Assistant Director in the Planning and Priorities Coordination Division within the Office of the Prime Minister. In 2012, he became Director of Corporate Services, serving in various roles, including the Ministry for European Affairs and Implementation of the Electoral Manifesto, as well as the Arts Council Malta.
