Biography
Liam Coen is Principal Officer and lead of the Access to Civil Justice Policy team in the Department of Justice, Ireland. The team’s remit includes leading the development and implementation of Ireland’s first Family Justice Strategy, and supporting the work of the Group established to review the Civil Legal Aid scheme. He also leads on Ireland’s participation in the recently commenced multi-country project on developing people-centred justice services with Italy, Malta, the Netherlands, the European Commission and the OECD. Liam has a background in research and evaluation, having previously held positions as research manager in the National Council for Special Education and researcher in the Houses of the Oireachtas (Irish Parliament) Library and Research Service. Prior to this, he spent over a decade working in the academic sector, lecturing and researching in public policy and administration, with a particular emphasis on evaluating child and family support policies and services. He holds a PhD from the University of Galway in public policy analysis.
