Biography
Joanne Battistino is the Director of Justice Initiatives and Reforms, a newly established directorate within the Ministry for Justice responsible for driving reforms within the Maltese justice sector. In recent years, she has been responsible for securing funds and coordinating various reforms, including the first Digital Justice Strategy in Malta, the business re-organisation of the Office of the Attorney General and the Office of the State Advocate, and the ongoing Family Court Reform. She is responsible for analysing court data and providing support to the Ministry in its efforts to enhance the effectiveness of the justice system. In addition, she serves as the National Correspondent for Malta at CEPEJ and is a member of the GT-Eval working group within CEPEJ, Council of Europe. In her role, she has worked closely with international institutions such as the Council of Europe, the World Bank, and the OECD, as well as with various national entities, commissions, and ministries related to the justice sector.
Joanne graduated with a Bachelor's Degree in Psychology and a Post-Graduate Diploma in Probation Studies from the University of Malta. Her main interest was in working with residents at the correctional facility, where she spent 13 years. She began as an Assistant Manager and eventually advanced to become the Manager of Operations at the same facility. She also earned an MBA from the University of Leicester during this time. Within the facility, she oversaw the juvenile section and various other aspects of the facility’s operations. Joanne has always prioritised the human element in every reform and initiative she was involved in and is now seeking to advance a people-centred approach within the Maltese justice system.
