Description
KÖVÉR Orsolya Mária currently serves as State Secretary within the Ministry of Development, Public Works and Administration. In this role, she oversees the coordination of the Directorate General responsible for implementing the National Recovery and Resilience Plan, as well as the Directorate for Urban Planning and Construction and the Directorate for Policies and Strategies.
Prior to her appointment as State Secretary, Ms. Kövér held the position of personal counselor to the minister of development, public works and administration from 2021 to 2023. During this period, she contributed through her expertise to the development of new investment mechanisms under the National Recovery and Resilience Plan and played a key role in shaping the regulatory and strategic frameworks for urban planning, construction, and housing. This period significantly enhanced her experience in central public administration, providing a deeper understanding of the extensive efforts involved in designing the regulatory and strategic framework and the complexities encountered when implementing reforms.
Ms. Kövér pursued her academic training at the Faculty of Architecture of the University of Architecture and Urban Planning “Ion Mincu” in Bucharest, earning her Bachelor's degree in 2006. She later specialized in architectural restoration through a program implemented by the Transilvania Trust at Babeș-Bolyai University in Cluj-Napoca.
In addition to her public service, she has extensive experience from the private sector. In 2004, she founded her own architecture firm, which has developed projects in various cities across Romania and internationally. Her work includes projects in Morocco—in cities such as Casablanca and Marrakech—and Rwanda, as well as contributions to architectural concepts for developments in Egypt and the United Arab Emirates.
