Description
Mehmet Fatih KACIR was born in 1984 in Istanbul. He completed his secondary and high school education at Istanbul Erkek High School. In 2003, he ranked 12th in Türkiye’s university entrance exams. He graduated with Honors from Boğaziçi University’s Industrial Engineering Department in 2008. During his university years, he served as a student representative and led interdisciplinary research and project management training programs. After graduation, he chose to become an entrepreneur, developing innovative applications through utility models and industrial designs in the companies he founded and managed.
Alongside his entrepreneurial activities, KACIR played an active role in civil society organizations. He served as the Chairman of the Board of the Türkiye Technology Team Foundation (T3 Foundation), which he co-founded, until 2018. He was among the pioneers of the establishment of DENEYAP Technology Workshops, the Future Technology Stars Program for gifted students, Science and Entrepreneurship Center programs, and TEKNOFEST, the world’s largest Aviation, Space, and Technology Festival. In 2018, he became a member of TÜBİTAK’s Scientific Board. From 2019 to 2023, he served as a Board Member of ASELSAN.
On July 31, 2018, he was appointed as Deputy Minister of Industry and Technology by presidential decree. In this role, he was responsible for the National Technology Initiative and strategic transformation policies, overseeing the coordination of the General Directorate of National Technology, the General Directorate of Strategic Research and Productivity, TÃœBÄ°TAK, the Turkish Patent and Trademark Office, the Turkish Academy of Sciences, and the Turkish Space Agency.
As Deputy Minister, he also chaired the TEKNOFEST Executive Committee, the Steering Committee of the nationwide DENEYAP Türkiye project, and the Technology-Oriented Industry Move Program Committee, which supports R&D and investment incentives for high-tech and innovative products. Additionally, he led the Research Infrastructures Monitoring and Competency Evaluation Committee and the National Technology Entrepreneurship Council. He played a key role in founding the Türkiye Open Source Platform and the 42 Software Schools, which introduced a new-generation education model. He also contributed to the development and implementation of the technology roadmap for Türkiye’s Automobile, Togg.
KACIR spearheaded the development of the 2023 Industry and Technology Strategy, National Artificial Intelligence Strategy, National Space Program, National Technology Entrepreneurship Strategy, and the Mobility Technologies, Smart Living, and Health Technologies Roadmap. He oversaw the implementation of action plans under these strategies and led the restructuring of the ministry.
He is a trustee board member of the Türkiye Technology Team Foundation and the Cansağlığı Foundation. Kacır is married with two children and is fluent in English and German.
