The award of mining licenses is one of the most contested points of the mineral extraction process, and one of the highest risk areas when it comes to corruption. More mining is needed to meet the world's energy transition needs. This is impacting trends in mining licensing. In some countries officials are taking steps to speed up licensing and permitting processes. Elsewhere new actors are entering the sector, including state-owned enterprises and downstream companies. Given this, understanding the risks involved in licensing processes has rarely been more pressing. The session will look at how these trends are reshaping corruption risks and the implications for communities and citizens in mineral-rich countries. This will build on research carried out by NRGI and EITI respectively which explores the risks of corruption in licensing and how to mitigate its impacts through reforms, including beneficial ownership and contract transparency, bringing in perspectives from specific countries and topic experts.
