Yinon Aharoni
Director-General of Welfare and Social Affairs
Yinon Aharoni, Director-General of Welfare and Social Affairs, holds a BA in geography + economics and management, and two MA's - in conflict studies (management and resolution), and public policy and administration. Yinon Aharoni commenced his professional life in 2003 at The Jewish Agency - education envoy, as part of the agency's voluntary mission year at the Jewish community of Wroclaw, Poland, where he also held outreach activities on the campuses of various universities across Poland in cooperation with the Israeli embassy in Warsaw.
In 2008, he joined the Bedouin Development and Infrastructure Authority in the Negev as head of administration and human resources (directly reporting to the D-G of the Authority), a position overseeing approx. 100 employees and including responsibility for budgets and work plans, human resources, training and welfare, operations, security and information systems, planning and development (chair of the tenders committee). Being entrusted with the process of transformation into a government trust unit, the managed budget constituted 700-900 million NIS per year.
In 2017, Yinon Aharoni was appointed senior vice D-G for human resources management at the Ministry of Labor and Welfare, the position including operational and managerial responsibility for all areas of human resources in the office: organizational development and consulting, training, welfare, operational organization and methods and discipline. The Ministry's office oversees 4,300 employees nationwide, and hence the job includes conducting negotiations at a senior level with the National Security Agency, the commissioner of wages and union in the treasury, and work vis-Ã -vis the workers and professional unions; moreover, management of an annual salary and operations budget of over NIS 1 billion.
In 2020, he started his position at the Corporation for Veterinary Supervision as vice D-G for Administration and Human Resources, overseeing about 400 employees and being responsible for the overall operational and managerial issues for all areas of administration and human resources in the corporation: organizational development, training and welfare, procurement/tender, assets and logistics, security and information systems. Moreover, being in charge of all processes for its establishment as a statutory corporation, conducting negotiations at a senior level with the superior of the salary at the Treasury, the General Workers' Union and the Corporation's Workers' Committee, managing salary budget and operations annually at around NIS 150 million.
In 2023, Yinon Aharoni rejoined the Ministry of Welfare and Social Affairs, currently as Director General, the position including responsibility for the operational and overall management of the social welfare system of the State of Israel on all levels, with over 4,000 employees nationwide and a total budget over NIS 13 billion.
