Anna Kuulmann (formerly Piperal) is a public speaker, e-governance, and nation branding expert specializing in public sector digital transformation. With over 12 years of experience and an MA in Technology Governance in TALTECH, and an MA in Marketing in RMIT in progress, Anna bridges the fields of governance and marketing to drive innovative solutions and empower digital change. Anna’s leadership as Managing Director of the e-Estonia Briefing Centre at the Estonian Business and Innovation Board helped position Estonia as a world-renowned digital society, elevating its reputation through strategic nation branding. As a public speaker, Anna has delivered hundreds of impactful talks, including a TED Talk, inspiring audiences on the transformative power of digital strategies and their role in shaping national competitiveness and soft power. She has also conducted unique research on the Digital Symphony, a pioneering initiative exploring the synergy between digital transformation as a national strategy and nation branding, to increase small state's global competitiveness, reputation, and soft power.
