Minister for Inclusion, Social Security and Migration

Elma Saiz Delgado is Spain's Minister for Inclusion, Social Security and Migration since 2023. She holds a Law Degree and a Master's Degree in Tax Consultancy from the University of Navarra, in addition to an extensive career in public administration, legal consultancy and politics. Her mandate is characterised by a strong commitment to social inclusion, orderly and regular migration management, and gender equality. At the national level, she has been instrumental in the implementation and accessibility of the Minimum Vital Income (IMV), a key instrument for the protection of vulnerable families. She has also carried out the new reform of the Regulation on Foreigners, the most comprehensive and beneficial reform in 13 years (since 2011), which will come into force next May, with the aim of guaranteeing a regulatory framework that facilitates the integration of migrants, promotes their regularisation and strengthens the mechanisms for the protection of rights. At the international level, Minister Saiz has strengthened cooperation with organisations such as the OECD, where she promotes inclusive/sustainable migration policies that favour social and economic development. Her promotion of the figure of the Inclusion Policy Laboratory seeks to generate innovative solutions for the social and labour integration of vulnerable groups based on scientific evidence. It has also created the Gender Gap Advisory Council, a key body for the formulation of public policies aimed at gender equality. Its leadership is oriented towards building a fairer, more diverse and cohesive society, resolutely promoting equal opportunities for all people, with an approach based on equity and inclusion.
